I'm going to go ahead and assume that because researching those laws would either A) take too much time away from promoting "equality" in the form of Affirmative Action and other arenas of promoting reliance on the government instead of self, or B) cause a re-examination of beliefs that would get one shunned from the academic world, the lecturer won't even bother to investigate. Liberalism, in today's world, is for the lazy, by the elite who haven't earned their status.
